The D1+1 process is a secure workflow created by NASTF that allows two Registered Vehicle Security Professionals (VSPs) from the same business location to collaborate on a key-making job while maintaining full compliance and accountability.
Purpose
To eliminate unauthorized handoffs of keys or vehicle security data and reduce the risk of vehicle theft and liability.
How It Works
- Primary VSP (VSP #1):
- Initiates the D1 Authorization Form
- Collects customer info and obtains key cut codes or PIN using their credentials
- Cuts the key
- Physically hands off the cut key (not security data) to the second registered VSP
- Second VSP (VSP #2) (Primary or Subordinate, W-2 employee):
- Receives key in person
- Verifies customer info & vehicle
- Programs the key
- Completes and certifies the D1 form
Both VSPs sign the D1 to certify who did what.
Key Rules
- Both VSPs must be registered and work at the same physical location
- No sharing of vehicle security data (codes/PINs)
- No mailing keys or remote handoffs
- Handoff must be in person
- Ensures accountability and traceability
Why It Matters
- Prevents policy violations
- Reduces risk of vehicle theft
- Protects VSPs from liability
- Improves workflow efficiency and customer service—especially helpful in repo or fleet work
In short, D1+1 ensures key custody and programming remain secure, compliant, and traceable when two VSPs handle the process.
